Belarus’ national budget deficit in 2021 expected at Br4.047bn, in 2022 - Br2.543bn, in 2023 - Br1.81bn

Belarus’ national budget deficit will amount to Br4.047 billion in 2021 ($1.56 billion at the rate of the National Bank of Belarus), Br2.543 billion in 2022 ($978.8 million, $1/ Br2.598), and Br1.81 billion ($696.7 million) in 2023. These figures were mentioned in the medium-term financial programme of the national budget for 2021-2023, approved by the Belarus government’s resolution #227 of April 20, 2021. </p> <p> </p> <p> The resolution was published on the National Legal Internet Portal on April 22. </p> <p> </p> <p> Under the program, national budget revenues will amount to Br23.304 billion ($9 billion) in 2021, Br25.064 billion ($9.7 billion) in 2022, Br26.537 billion ($10.2 billion) in 2023; expenditures - Br27.351 billion ($10.5 billion), Br27.607 billion ($10.6 billion) and Br28.347 billion ($10.9 billion), respectively. </p> <p> </p> <p> National budget expenditures on the judiciary, law enforcement and security will amount to Br2.773 billion ($1.07 billion) in 2021, Br2.826 billion ($1.09 billion) in 2022, Br2.897 billion ($1.12 billion) in 2023. National defence expenditures will amount to Br1.463 billion ($563.1 million), Br1.533 billion ($590.1 million), Br1.542 billion ($593.5 million), national economy - Br3.722 billion ($1.43 billion), Br3.625 billion ($1.39 billion), Br3.634 billion ($1.4 billion) respectively; healthcare - Br1.668 billion ($642 million), Br1.682 billion ($647.4 million), Br1.702 billion ($655.1 million); education - Br1.291 billion ($496.9 million), Br1.303 billion ($501.5 million), Br1.337 billion ($514.6 million). </p> <p> </p> <p> The tax burden on the Belarusian economy is not expected to exceed 26% of the gross domestic product. </p> <p> </p> <p> In 2021-2023, it is planned to keep expenditures socially-oriented, minimize fiscal risks, and expand the scope of normative methods of budget planning. </p> <p> </p> <p> As previously reported, the medium-term financial program of the national budget for 2020-2022, approved by the Belarus government’s resolution #3 of January 3, 2020, forecasts a deficit-free budget in 2021 and 2022.
