Belarus’ MART raises tariffs on cargo transportation by rail by 10% on average

The Ministry of Antimonopoly Regulation and Trade of Belarus (MART) has raised the tariffs for cargo transportation by railway transport by 10% on average, in accordance with MART Resolution #4 of January 21, 2021. </p> <p> </p> <p> With relevant coefficients applied, the cost of transportation of cargoes carried at unprofitable tariffs (construction cargoes, agricultural cargoes, timber, etc.) will increase by 15% on average in the carrier's carriage, and by up to 20% in the shipper/consignee's carriage. </p> <p> </p> <p> Tariffs for transportation of high-value cargoes will increase on average by 7%; for transportation of empty wagons and cargoes in containers -; for other types of cargoes - by 10% on average. </p> <p> </p> <p> According to the report, the mechanism of annual indexation of tariffs for cargo transportation by railroads is envisaged by the current legislation. It implies an increase in tariffs in the amount that provides the carrier with the amount of revenue needed to cover costs, subsidize unprofitable passenger traffic and obtain the minimum required profit for investment, credit and other purposes. In 2021, this calculated index was to be 1.4 (40%), but was adjusted by MART to 1.1 (10%). </p> <p> </p> <p> Also, the MART noted that the state-owned company Belarusian Railways (BZD) retains the right to make independent decisions on the provision of discounts for freight transportation based on economic feasibility. As previously reported, Belarusian Railways chose to keep unchanged the tariffs for transit freight transportation in wagons and containers for 2021. End </p> <p> </p>
