Belarus’ govt now takes key economic decisions without consulting with business community

The Belarusian authorities have stopped consulting with the business community before taking the key economic decisions. </p> <p> </p> <p> Members of the Board of the Professor Kunyavsky Business Union of Entrepreneurs and Employers made a statement to this effect at their latest meeting. </p> <p> </p> <p> “The partnership between the state bodies and representatives of the business community has significantly weakened. The authorities have stopped consulting with the business community on key decisions and are simultaneously trying to revive "draconian" fines in the worst traditions of the fight against false entrepreneurship,” reads the business union’s report. </p> <p> </p> <p> On the one hand, the business union notes, government agencies continue to send a large number of draft documents to business associations for approval. On the other hand, these drafts mainly deal with minor issues. </p> <p> </p> <p> For instance, the Professor Kunyavsky Business Union mentions that the government adopted resolution #100 of February 23, 2021, which considerably limited the freedom of pricing, contrary to the agreements fixed in the general agreement on liberalization of pricing. Some amendments were made to the tax legislation without holding a discussion with the business unions. The problem of unequal business conditions for private and state-owned companies has also become more acute. For example, ordinance #478 of 22 December 2020 abolished tenders for the provision of housing and communal services in most parts of the country. </p> <p> </p> <p> The business union also noted that the government agencies refused to provide information to business unions on the forthcoming integration roadmaps within the Union State of Belarus and Russia, did not disclose the monitoring data on the effectiveness of government support measures for business in the COVID-19 pandemic, once again rejected the proposals to reform the pension system.
