Belarus’ business unions advocate self-government, equality of property categories

<p> MINSK, Oct 28 - PrimePress. Belarusian business unions propose to amend the Constitution so that the role of local self-government is increased and forms of ownership become equal in their rights, Chairman of the Supreme Coordination Council of the Republican Confederation of Entrepreneurship" (RCE) Vladimir Karyagin told reporters on October 28, 2020. </p> <p>   </p> <p> As previously reported, Belarusian authorities will continue accepting proposals on amendments to the Constitution after October 25, 2020 (previous deadline). </p> <p>   </p> <p> The RCE has formed a task group to formulate ideas and proposals for amending the Constitution. </p> <p>   </p> <p> The RCE puts the emphasis on changing the administrative division of Belarus. “We have long been proposing to change the administrative-territorial division of the country from seven regions (six oblasts and Minsk city) to 24 investment territories and Minsk. This correlates with the natural investment zones and regional profiles. This was been discussed as far back as the 1970s,” said Karyagin. </p> <p>   </p> <p> In this regard, the role of local governments should increase. Strong local administrations in the new investment zones could help strengthen local economies. </p> <p>   </p> <p> “We should reinstate the municipal form of property that was abolished in 1996. The Constitution in force only defines state and private property, although there is family and public property,” he said. </p> <p>   </p> <p> “We believe that justice in Belarus should only be exercised by court. It is important that all judges, local and regional, are elected by the residents of the respective territories. Even in the Soviet times, judges needed approval of local councils, while today this has become caste-ridden. In our opinion, it is wrong to combine the economic court and the court of general jurisdiction. The upper level of judges–constitutional, economic, supreme–must be appointed upon approval by the parliament to enhance their accountability and independence,” Karyagin stressed. </p> <p>   </p> <p> According to Karyagin, the new Constitution should establish equality of all forms of ownership. </p> <p>   </p> <p> “We must see the property of Minsk, which no one would manage, including the central government, and the local administration must be strongly committed to promote business. Today, mayors say that it makes no sense to do anything, since the Finance Ministry would take away business revenues anyway, and government subsidies would be reduced,” Karyagin said. </p> <p>   </p> <p> He stressed that the entrepreneurial community considers it crucial to establish equality of forms of ownership in terms of business relations as a direct action norm, because private property must be sacred and inviolable. </p> <p>   </p> <p> The RCE has sent its proposals to the authorities.
