Belarus Br350m short due to oil product and potash fertilizers sales problems in 1Q20 – Rumas

Belarus received Br350 million ($143.73 million at the rate of the National Bank of Belarus) less than planned in the first quarter of 2020 due to the decreased revenues from trade in oil products and potash fertilizers, Prime Minister of Belarus Sergei Rumas said at the government meeting on May 12, the government’s press office reports. </p> <p> </p> <p> In January-March 2020, Belarus generated Br5.136 billion ($2.11bn) in revenues (20.8% of the annual plan). Revenues of the state administration budget (republican budget, local budgets and Welfare Ministry’s social security fund amounted to Br12.633 billion in January-March 2020 ($5.2bn, 22.9% of the annual plan). </p> <p> </p> <p> All social obligations and the repayment of the foreign and domestic debts were carried out on time and in full. </p> <p> </p> <p> As reported, Russia reduced oil supplies to Belarusian refineries (Naftan OJSC, Novopolotsk, Vitebsk Oblast, and Mozyr Refinery OJSC, Gomel Oblast) in January-April 2020 by 57.6% year on year to 2.51 million tonnes, although the Union State’s supply plan stipulated 8 million tonnes. Russia cut oil supplies to Belarusian refineries in January-March 2020 by 77% yoy to 1.037 million tonnes. In December 2019, Belarus and Russia agreed on oil supplies to Belarus in 2020 in the amount of 24 million tonnes. However, the Belarusian refineries failed to enter into long-term contracts with Russian oil suppliers in January-March 2020. Deliveries of Russian oil from traditional suppliers resumed on April 6, 2020. </p> <p> </p> <p> The Belarusian Potash Company OJSC signed a contract on the export of potash fertilizers to China in 2020 at $220 per tonne (down 24.1% from the previous price).
